- Marinate the beef shanks in soy sauce, vinegar, garlic, bay leaves, and peppercorns for at least 1 hour.
- Heat oil in a Dutch oven and brown the beef shanks on all sides. Remove and set aside.
- In the same pot, sauté the onion until softened. Add the beef shanks back in with the marinade, broth, and optional coconut milk and brown sugar.
- Bring to a simmer, cover, and braise in a 325°F (165°C) oven for 2.5 to 3 hours, or until the beef is tender.
Serve with steamed rice and garnish with green onions.
