Wrap fish in a paper towel for a few minutes to remove excess moisture. Place a single layer of fillets in a buttered baking dish. Combine the juices and zest and pour over the fish. Sprinkle with salt, pepper and nutmeg and dot with butter.
Bake at 400-425 degrees for 10 to 12 minutes, or until fish flakes easily. Let stand 5 minutes, then remove to a hot serving dish. Pour pan drippings over the fish if you like (they may be strained if you wish). Sprinkle with parsley & serve.

I made this for family yesterday and everyone enjoyed it. Given that halibut is a mild fish, I would tweak this recipe with more orange zest and nutmeg. It was good as is but my preference is for more seasoning on this mild fish. A seasoned fish rub would be another alternative using white wine instead of orange juice, zest, and nutmeg.
